Hostile reaction to plan for 195 homes in Cotswold town

Plans for a development of 195 homes on the edge of Moreton-in Marsh have been met with horror by local residents.

Bloor Homes Western's outline scheme to build on land to the south of London Road, east of the Cotswold Business Village, has so far sparked about 130 individual objections since it was submitted to Cotswold District Council (CDC).

Residents say the town's infrastructure can't cope with any more major developments and it is already over-developed and congested.

A planning statement prepared by Ridge and Partners LLP for Bloor Homes Western states that it is intended that a broad mix of house types and tenures would be provided on the 12 hectare site, of which 40% will be affordable.

One objector, Rachel Davis of Evenlode Road, Moreton, said: "This is absolutely ludicrous. The town is already at breaking point with an infrastructure that already cannot cope. The town has already been subjected to an unprecedented amount of chaos and upheaval with the Spitfire development.

"The town does not want or need any more housing for Londoners to use as their second homes with no thought for those who desperately want a home here but due to massive over-inflated prices are forced to move away from a town they have called home all their lives and move away from family and friends. Stop ruining what was a community-based village and now it isn't due to these fat cats who only are interested in the money in their pockets."

Colin Watson, of Stow Road, Moreton, said: "The infrastructure in Moreton-in Marsh cannot cope with the current population. The road network, having to support the intersection of two A roads, one of which is the main route through the North Cotswolds from north to south, is frequently backed up well outside the town. The road surface needs constant repair and the quantity and speed of traffic is unpleasant, dirty, and unsafe for pedestrians. Additional housing will exacerbate this issue.

"The water and sewage system is already overloaded leading to frequent discharges of sewage into local waterways. Furthermore, I understand that the proposed development is not included in the CDC Local Plan and is outside the permitted development boundary. Approving this development will set a dangerous precedent which will encourage even more development applications which the council will struggle to oppose. I strongly object to this application."

Caroline Clapson, of Mosedale, Moreton, said: "If approved by CDC, it will lead to a continuance of the uncoordinated and piecemeal development that has plagued Moreton-in-Marsh over recent years, whereby houses are built that are largely unaffordable, put a burden on existing services and infrastructure without proper mitigation. Instead of enhancing the town, if approved, it will contribute to a worsening of conditions for the people that already live here."

Mrs Jamie Ball, of Evenlode, said: "This development is being put forward before the updated Cotswold District Local Plan review. Many of us have worked hard with CDC to provide local insight and help. Approving this application for development when it is outside 'the yet to be approved Local Plan' makes a mockery of the Local Plan process, and encourages piecemeal over development."

Dr Karen Miller, of Guiting Power, said: "More housing in a flood plain is foolhardy and Moreton is already congested and over developed. It is an important historic town and should be treated as one of the jewels of the Cotswolds and not a place to add more incoherent buildings."

The planning statement by Ridge concludes: "Overall, it is considered that the adverse impacts of the proposal do not significantly and demonstrably outweigh the benefits of the proposal. As such, the presumption in favour of sustainable development applies and paragraph 11 of the National Planning Policy Framework advises that planning permission should be granted."
