Jailed officer faces gross misconduct hearing

A fast-tracked misconduct hearing against a Gloucestershire police officer who was jailed for driving the force's vehicles while banned for speeding offences will go ahead next week.

The case of former PC Miles Caffull will go before a disciplinary panel at Gloucestershire Police's headquarters in Waterwells this Monday (February 19th, 10.00am) – and will be a public hearing.

In a statement, the force said that the hearing will address the issues of honesty and integrity, duties and responsibilities, and discreditable conduct.

As reported by Punchline-Gloucester.com last month , Miles Caffull, 26, of Ledbury, had been a response officer based in Gloucester.

He appeared at Kidderminster Magistrates' Court on January 15th where he pleaded guilty to driving while disqualified and driving a motor vehicle without third party insurance. Caffull had been disqualified from driving in May 2023 after accumulating 12 points on his licence for speeding offences while off duty. The case had been reported in online media at the time. 

Magistrates at Kidderminster handed him a 12-week sentence.

The specific charges the officer faced related to the use of his car on May 26th, 2023 – the first time he had driven since being banned. 

However, the jail sentence reflected the aggravating factor that Caffull had carried on driving vehicles, including police vehicles while on duty, up to June 16th, 2023.

The hearing will consider four points: that Caffull failed to inform the Constabulary of road traffic offences, failed to inform the Constabulary of his disqualification, drove motor vehicles on public roads in contravention of disqualification and that he pleaded guilty to driving whilst disqualified and driving with no insurance, and was imprisoned.

● Members of the public wishing to attend the hearing must apply no later than two working days before the hearing - the deadline being this Thursday. The identity of victims or witnesses will be protected.
