Bruton Knowles makes five strategic appointments
23rd September 2025
Gloucester-based Bruton Knowles, the national chartered surveying and property consultancy, has announced the continued expansion of its national utilities & infrastructure team with five new appointments, reinforcing its capability to support major infrastructure programmes across the UK.
Joining the team are Antonia Pagonis as land referencing manager, Matthew Burrell as GIS technician, Alice Burgess as senior land and communications officer, James Hill as land rights technician, Josh Phillips as senior surveyor and Sean Collins-Jones as senior associate.

The new team members bring with them extensive knowledge of large-scale infrastructure schemes, including experience in land referencing, compulsory purchase orders (CPOs), development consent orders (DCOs), and stakeholder engagement.
Their varied backgrounds strengthen Bruton Knowles' ability to advise on complex infrastructure delivery and navigate the challenges of modern land and property management.
These appointments come as Bruton Knowles sees rising demand from significant utility and infrastructure clients working on nationally important projects - from energy transition and water networks to transport and digital infrastructure. The team continues to work across the full project lifecycle, from strategic planning and land access to negotiation and delivery.
Gill Froud, head of utilities & infrastructure (south), said: "We're continuing to grow in response to a sharp increase in project activity across the UK. These appointments reflect the scale and pace of work we're supporting - and strengthen our ability to provide expert, agile consultancy wherever our clients need us."
Nigel Billingsley, head of utilities & infrastructure (North), added: "Bringing in new talent with highly relevant experience enables us to deepen our expertise and deliver with confidence across complex, multi-region schemes. Our clients value our ability to be responsive and consistent - and this growth ensures we remain well placed to meet those expectations."
The national utilities & infrastructure team is now recognised as a central pillar of Bruton Knowles' strategic growth, supporting high-profile clients on projects that are critical to the UK's infrastructure ambitions.
Working alongside the firm's national teams in valuation and commercial property - and supported by in-house building consultancy, land & development and rural services - the team offers fully integrated solutions backed by deep sector specialism.
The consultancy also continues to invest in its WorkYourWay model - a flexible working framework underpinned by technology and designed to support productivity, wellbeing, and collaboration across its national office network.
James Bailey, managing partner, said: "The utilities & infrastructure team is a true growth engine for Bruton Knowles. We're advising on some of the most complex and nationally important infrastructure programmes in the UK, and our expanded team is helping ensure we meet the needs of clients delivering those projects.
"These appointments are part of a wider strategy to scale sustainably while maintaining the high standards our name is known for."
With a growing national footprint, strong leadership and an expanding client base, Bruton Knowles continues to position itself to play a leading role in the delivery of the UK's long-term infrastructure pipeline.
