Four new Deputy Lieutenants (DLs) have been appointed to the Gloucestershire Lieutenancy.

Their role will be to assist the Lord Lieutenant, principally during royal visits and other engagements to the county, but to also uphold the dignity of the Crown by following the example of His Majesty The King and the other members of the royal family.

Deputy Lieutenants are also expected to promote voluntary service and to take an interest in local business, industry and the social life of the county. They will also participate at citizenship ceremonies, where people become British citizens.

Ingrid Barker DL has operated at board level in NHS organisations for 25 years. She is currently the joint chair of the two Bristol Hospital NHS Trusts, University Hospitals Bristol & Weston NHS Foundation Trust and North Bristol NHS Trust. Previously, Ingrid was chair of Gloucestershire Health and Care NHS Foundation Trust.

Ingrid is a governor at University of Gloucestershire, having previously served as a governor at Hartpury University and as chair of governors at Ribston Hall High School in Gloucester.

She is a qualified social worker and lives in the Forest of Dean where, with her husband, she manages a small farm under countryside stewardship, creating a haven for wildlife and fostering diversity in grassland and hedgerows.

Richard Bradley DL has lived and worked in Gloucestershire and South Gloucestershire for over 50 years. He has served as a police officer with the Gloucestershire Constabulary, worked with local authority and for the Office of the Police and Crime Commissioner (OPCC), where he retired as chief executive in 2022.

During his time with the OPCC, Richard created the Commissioner's Fund, which has supported more than 675 community-based projects.

Richard is a member of the High Sheriff of Gloucestershire's Grants Panel and a former trustee of the Gloucestershire Community Foundation. He is also a member of the Gloucestershire Registration Services Team, where he is currently employed as a casual celebrant and registration officer.

Revd Tim Hastie-Smith DL is vicar of Bibury with Winson and Barnsley in the South Cotswolds and serves on the Bishop of Gloucester's staff team. Tim is chair of the LIFE Implementation Group, which works with charities and churches across the county.

In 2021, Tim led the team which launched Sportily, the diocesan charity committed to improving physical, mental and spiritual health and wellbeing among young people.

Tim was national director of the international charity, Scripture Union, until 2019, and headmaster of Dean Close, Cheltenham from 1998 to 2008. He is chair of the Bibury Literary Festival Team. Tim is profoundly deaf, but through the miracle of cochlear implants, can hear with clarity.

Mickey Morrissey DL served in the Irish Guards for 12 years, followed by the reserves for a further 15 years. Mickey has also worked in the investment management industry for over 30 years. From 2014 to 2022, he was a trustee and honorary treasurer of Combat Stress, the largest military charity caring for veterans suffering from post-traumatic stress disorder.

In 2021, Mickey joined Alabaré as an ambassador for Gloucestershire. Alabaré supports vulnerable, homeless and marginalised people, including homeless veterans, offering accommodation for veterans at Imjin House, on the outskirts of Gloucester.

Lord Lieutenant, Edward Gillespie OBE, said: "It is a real privilege to welcome four exceptional people to our Lieutenancy. I am sure each one of them will make a substantial contribution to the many communities that make this such a wonderful place to live, learn and work.

"The role of Deputy Lieutenant is entirely honorary and normally continues until the age of 75. Following several recent retirements, the new appointments bring the total number of Deputy Lieutenants in Gloucestershire to 31."
