Business leaders welcome home building shake-up

The Government has made some significant changes to national planning policy in a bid to deliver 370,000 homes a year.

Labour believes the updated National Planning Policy Framework will help them succeed where other governments have failed and provide a much-needed boost to economic growth.

Keir Starmer has vowed to override planning "blockers" with sweeping changes that could see building on parts of England's green belt.

The shake-up will see councils given mandatory targets to deliver a total of 370,000 homes a year in England.

It comes as the PM and his deputy Angela Rayner have pledged to build 1.5 million homes and make decisions on 150 major infrastructure projects this parliament.

Sir Keir promised to "overhaul the broken planning system", with Ms Rayner saying the question is now where, not whether, homes would be built.

The updated national planning policy framework (NPPF) will commit to a "brownfield first" strategy, with disused sites that have already been developed in the past prioritised for new building.

Responding to the release of the updated National Planning Policy Framework, Jane Gratton, deputy director of public policy at the British Chambers of Commerce, said: "This is good news. Removing blockers to development and speeding up the planning process will help to boost investment opportunities and growth.

""We need to build more good quality homes, where people want to live, and connect these to employment sites with the right supporting infrastructure. In tandem with this, the Government also needs to plan better for business land use.

"But none of this should be viewed in isolation. We need integrated plans which allow firms to grow in the right locations so they can meet net zero goals and improve efficiency.

"These initial changes are promising but we need to see action quickly. We can't afford more dithering and delay. A clear timetable is needed for implementation and more skilled planners to deliver it at pace. Business wants to help, and our private sector-led planning skills fund will train at least 100 new planners to work in councils over the next few years.

"The proof of success will be judged by whether the reforms deliver for people, business and the economy."
